Taxation of Fuel and Vehicles When Emissions are Constrained

چکیده
A tax on fuel combined with exemptions or subsidies for fuel-efficient vehicles is implemented in many countries to fulfill the Paris agreement and curb mileage-related externalities from road traffic. The present study shows that a should be heavier taxation of lowand zero emission targets within transport sector. target fulfilled by adjusting CO2-tax component fuel. user charge designed externalities. prevent motorists avoiding purchasing low- vehicles.

Toxic emissions from mobile sources: a total fuel-cycle analysis for conventional and alternative fuel vehicles.
Mobile sources are among the largest contributors of four hazardous air pollutants--benzene, 1,3-butadiene, acetaldehyde, and formaldehyde--in urban areas. At the same time, federal and state governments are promoting the use of alternative fuel vehicles as a means to curb local air pollution. As yet, the impact of this movement toward alternative fuels with respect to toxic emissions has not b...
متن کاملOptimal Wage Taxation When Human Capital and Employment Are Endogenous
This paper studies how optimal wage tax conclusions from the classic two-period life cycle model of human capital accumulation are affected by endogenizing the number of taxpaying workers. In the absence of a corrective policy, young individuals underinvest in human capital from a social perspective because tax premiums for transfers to nonworkers are not actuarially adjusted downward for human...
متن کاملConstrained Efficient Taxation of Capital
I show in this paper that in an overlapping generations economy with production à la Diamond (1965) in which the agents can only save in terms of physical capital, the laissez-faire competitive equilibrium steady state is not only typically inefficient among all feasible steady states the economy may start from, but it is even ”constrained inefficient”, that is to say, dominated by other steady...
متن کاملEmissions of Nitrous Oxide and Methane from Conventional and Alternative Fuel Motor Vehicles
This paper provides estimates of emissions of two important but often not wellcharacterized greenhouse gas (GHG) emissions related to transportation energy use: methane (CH4) and nitrous oxide (N2O). The paper focuses on emissions of CH4 and N2O from motor vehicles because unlike emissions of CO2, which are relatively easy to estimate, emissions of CH4 and N2O are a function of many complex asp...
متن کاملAssessment for Fuel Consumption and Exhaust Emissions of China's Vehicles: Future Trends and Policy Implications
In the recent years, China's auto industry develops rapidly, thus bringing a series of burdens to society and environment. This paper uses Logistic model to simulate the future trend of China's vehicle population and finds that China's auto industry would come into high speed development time during 2020-2050. Moreover, this paper predicts vehicles' fuel consumption and exhaust emissions (CO, H...
